Mission

The Investigation Authority’s mission is to improve aviation safety and prevent accidents and incidents through their investigation and the identification of their causes, in accordance with the applicable legislation. The investigation of accidents and serious incidents in Civil Aviation is conducted by AKISA (Safety), under the authority of the Minister responsible for transport.

AKISA may cooperate with other States in conducting such investigations and may delegate the responsibility for carrying out an investigation into an accident or serious incident to a counterpart authority of another State, subject to a mutual agreement, thereby enabling the investigation process to be conducted by that authority. The Authority also investigates accidents or serious incidents involving aircraft registered in the Republic of Albania or operated by an undertaking established in the Republic of Albania, which have occurred outside its territory, where such investigations are not being conducted by another State.

Every safety investigation shall be followed by a report, in a form appropriate to the type and significance of the accident or serious incident. The report shall focus solely on the objective of the safety investigation, which is to prevent future accidents and incidents, without attributing blame or liability. Before publishing the final report, the Investigation Authority shall seek comments from the relevant authorities, including EASA.

The National Authority for the Investigation of Safety in Civil Aviation Operations shall publish the final report as soon as possible and, where feasible, within 12 months from the date of the accident or serious incident.
